4 ans de travaux, 2 milliards de DH d’investissement et 5 000 emplois directs créés. 600 personnes impliquées chaque jour dans l’opération. 350 enseignes de luxe et prêts-à-porter, cinéma, fontaine musicale, aquarium, parc de jeux, patinoire… un espace de vie plus qu’un centre commercial.


Lundi 5 décembre, soit quatre ans après le lancement du projet, le Morocco Mall ouvre enfin ses portes au grand public, en ligne avec le calendrier initialement annoncé. Fruit d’un partenariat entre le groupe marocain Aksal et Nesk Invest pour ce temple du shopping et du loisir qui accumule les records et qui se classe d’ores et déjà parmi les 5 plus grands au monde de sa catégorie : 350 enseignes commerciales, espaces de loisirs, restauration, divertissement. Bref, bien plus qu’un centre commercial, un espace à vivre, une expérience.
Rétrospectivement, nous dit-on lors de cette rencontre avec la presse organisée le mardi 29 novembre, lorsque l’idée a jailli dans les esprits de ses promoteurs, d’aucuns l’auraient qualifiée d’utopie. Mais dans tous les cas, il s’agissait d’une gageure.

Une académie pour former les profils maison

A preuve, lorsque Salwa Akhannouch, présidente fondatrice d’Aksal, s’est adressée à l’architecte pour qu’il réalise ce mall face à l’Océan atlantique, ce dernier, selon ses dires, la regarda avec étonnement, l’air éberlué, pour finalement lui demander si elle songeait bien à ce qu’elle venait de lui présenter. «Construis-moi ce rêve !», lui rétorqua-t-elle.
A force de ténacité, les groupes Aksal et Nesk Invest viennent de gagner leur pari. Le Morocco Mall est fin prêt pour son ouverture au public. Maintenant, il convient de lui assurer sa vitesse de croisière.
Pour ce faire, ils n’ont pas lésiné sur les moyens, tant financiers qu’humains (voir encadré). Ainsi, ce vaste complexe n’est pas seulement un temple de la consommation qui a nécessité un investissement de 2 milliards de DH, il est également une locomotive économique doublée d’une formidable vitrine pour le pays. En effet, 5 000 emplois directs et 21 000 indirects sont concernés. Une Académie formant à divers profils professionnels a été créée. Des enseignes locales et internationales attireront le chaland, lequel ne sera pas uniquement local, puisque en tant que «hub économique et touristique», Casablanca est appelée à accueillir une clientèle étrangère. Par ailleurs, vu la qualité des enseignes présentes et la palette de prestations proposées, les nationaux qui avaient l’habitude d’aller faire leur shopping dans les capitales étrangères trouveront leur plaisir ici, avec des tarifs quasi similaires, une qualité identique et surtout une animation globale épisodique et constante ; bref nullement monotone.
C’est en effet primordial, car la capitale économique a vu, par le passé , émerger des projets qui ont subi un échec relatif suite à une mauvaise gestion globale. C’est pourquoi le staff dirigeant du Morocco Mall entend bien miser sur ce volet «animation» afin que la clientèle déambule dans des espaces qui sont en fait de véritables lieux de vie. Promotions, soldes, animations lors des fêtes... n’auront de cesse. Bien avant cela, la confiance était au rendez-vous, puisque des enseignes de renom ont osé franchir le cap en investissant dans des superficies importantes, parmi lesquelles on peut citer Les Galeries Lafayette, la FNAC, Dior, Louis Vuitton, Fendi, Gucci... D’ailleurs, on peut user de superlatifs à maints égards, puisque la superbe façade des Galeries Lafayette -qui signe sa première implantation en Afrique- va faire son entrée dans le «Guinness des records»,  et espace Louis Vuitton est le plus grand d’Afrique...sans oublier d’autres prouesses comme l’arrivée de la FNAC.

Une Mdina et 14 000 m2 de jardins

Au-delà des enseignes de shopping, des surprises attendent le visiteur : Aventure Land, un parc d’attraction de plus de 5 000 m2, 500 000 familles sont attendues chaque année. Une patinoire de 700 m2 constitue la composante essentielle du parc. Puis vient l’aquarium : de forme cylindrique, il fait 13,4 m de diamètre pour 9,3 m de hauteur et contient 1 million de litres d’eau de mer d’une température variant de 24 à 26°. Il est classé 3e au monde après ceux de Washington et Berlin. Il comprend 3 750 genres de coraux ainsi que 37 espèces de poisson.
Autre attraction phare, la fontaine musicale. Sur une superficie de 6000 m2, avec 210 m de long et jusqu’à 42,5 m de large, elle figure au 3e rang mondial en la matière, après celles de Las Vegas et Dubaï. 500 m de granit noir sur 5 cm d’épaisseur l’entourent afin de la mettre en valeur. 282 jets d’eau  peuvent jaillir jusqu’à 60 m de hauteur et seront animés au rythme de la musique. 756 spots éclaireront un spectacle aquatique de 4 minutes toutes les 20 minutes, le soir. N’oublions pas également la Mdina : désireux de rendre hommage à la diversité du patrimoine culturel, le Morocco Mall a reconstitué un véritable souk dans l’enceinte du mall, avec la présence de plus de 48 artisans triés sur le volet. Une occasion inédite pour les visiteurs de découvrir une vaste sélection de produits artisanaux représentatifs d’un savoir-faire traditionnel à travers trois espaces distinctifs qui réinterprètent les univers marrakchi, fassi et amazigh.
Les amateurs de spectacle seront également servis. Au sein du Morocco Mall se trouve la plus grande salle de cinéma Imax 3D d’Afrique. 365 places assises –dont 8 pour les personnes à mobilité réduite-  et un écran géant qui fait 22 m de longueur sur 12 de hauteur. Autant dire que l’on est dans le film, emporté par l’image et le son. Enfin et dans un esprit de développement durable, les équipes du complexe ont tenu à rendre hommage à dame nature. Hormis le panorama océanique saisissant, un vaste espace extérieur est prévu. Là,  on peut déambuler dans un cadre verdoyant, le long d’allées spécialement aménagées pour les promenades. 14 000 m2 de jardins sur la corniche dont 600 m linéaires en front de mer avec 3 zones thématiques, un labyrinthe végétal à l’entrée et près de l’Imax, un tapis de fleurs entourant la fontaine musicale et un amphithéâtre végétal pour profiter du spectacle. L’expression d’un mariage réussi entre le béton et la verdure, où le premier ne dépareille pas face à la luxuriance de la deuxième. Donc, dès lundi 5 décembre, rendez-vous au Morocco Mall où l’on pourra déambuler dans des zones compartimentées par étages mais  qui s’adressent à une mixité sociale (autre singularité et pari gagné). On y vient par curiosité, on y passe la journée et on y reviendra certainement.

Records : Avec près de 3 400 m2, Les Galeries Lafayette sont inscrites au «Guinness World Record» en tant que plus grande façade de magasins au monde érigée dans un mall. L’IMax 3D est le plus grand d’Afrique.

Ouvert depuis le 24 avril, il enregistre déjà une moyenne de 8 000 visiteurs par jour et un pic de 15 000 durant le week-end. Les tarifs vont de 5 DH pour les jeux les plus basiques à 85 DH pour la patinoire.


Longtemps attendu, enfin ouvert le 24 avril 2012, AdventureLand, le parc d’attractions du Morocco Mall, ne désemplit pas. Il a reçu une moyenne de 8 000 visites les jours de semaine avec un pic de 15 000 personnes durant le week-end du 28 avril. Raison du succès, ce parc qui se veut le plus moderne de toute l’Afrique du Nord vient combler une forte attente dans le secteur à Casablanca.

Bâti autour du thème central de l’univers médiéval, AdventureLand propose une centaine  d’attractions et activités. Il est équipé notamment de 14 manèges dont un train familial surélevé qui parcourt près de la moitié de la longueur du site. D’autres activités viennent compléter l’offre comme le Soft play de 3 étages pour enfant, l’aire de parcours acrobatique, le mur d’escalade ainsi qu’une salle arcade avec une dizaine de jeux vidéo et de simulateurs. Le parc dispose même de sa propre patinoire sur glace, première du genre à Casablanca. Avec une superficie de 1100 m2 qui lui est dédiée, la patinoire est couvée par un «village d’hiver» au concept médiéval. Le patinage se fait sur un lac blanc, lequel n’est autre qu’une étendu d’eau gelée (800 m2). Les 300 m2 restants composent les locaux annexes (vestiaires, restaurants-cafés,…).

Une centaine de personnes pour veiller sur les clients

Le site propose également aux familles désireuses de célébrer les anniversaires ou autres évènements en dehors du cadre familial, deux salles de fête au concept «Palais royal». L’offre de jeux reste très variée et adaptée à toutes les bourses avec des prix qui vont de 5 à 10 DH pour les jeux vidéo et de 20 à 25 DH pour les manèges. La patinoire est, quant à elle, à 65 DH en semaine et 85 DH le week-end.

L’équipe d’AdventureLand, de l’administration à la maintenance, en passant par la sécurité, les moniteurs de patinage et l’équipe de premiers soins, compte environ une centaine de personnes. Tout le personnel est formé pour répondre aux demandes des visiteurs.

A rappeler qu’AdventureLand Morocco Mall est initié par deux groupes émiratis, Bukhatir et Ghobash. L’enseigne appartient à leur filiale commune Al Itharah Maroc. La concrétisation et la gestion du projet ont été cependant confiées à Fun Quest, une joint-venture constituée par Edifice et Glencorporation, deux entreprises internationales spécialisées dans la conception et la gestion de projets de divertissements et de loisirs en Europe et au Moyen-Orient. Le parc s’étend sur une superficie de 5 000 m2 et a nécessité une enveloppe de 100 MDH. Il a été réalisé par une équipe de 300 ingénieurs, techniciens et ouvriers pendant la construction du complexe commercial.

Morocco - Strong economy resists financial crisis

Morocco resisted the world economic downturn thanks to its macro-economic policy, said WTO deputy director-general Alejandro Jara, adding that the kingdom weathered the crisis unlike many other countries.

Morocco succeeded in containing the crisis unlike many other countries, even developed ones, Jara told the daily "Aujourd'hui le Maroc", adding that this reflects Morocco's good macro-economic policy.

Jara pointed out that Morocco has "a very open economy" and "a clear trade policy" and called on Morocco to develop its ties with other African, Latin American, and Asian countries to diversify its investment opportunities.

During the last 30 years, Morocco has embarked on a gradual but solid program of human development and political liberalization. Since the 1970s, gross national income per person more than quadrupled from $550 to $2,770. Access to safe water is expanding particularly rapidly with quasi-universal access to potable water in urban areas where 83 percent of households are connected to reliable network service and the rest rely on standpipes and vendors.

Morocco has made particularly strong economic progress since 2001 with growth rates averaging around 5 percent, a progressive diversification of the economy and solid macro-economic management.  This has allowed it to bring about a decrease in the overall poverty rate from 15.3 percent in 2000/01 to 9 percent in 2006/07.  Morocco benefits from a dynamic civil society and private sector, and a capable Government with a clear vision.  It is fully committed to greater regional integration, particularly with Europe where it holds “Advanced Association Status” with the European Union.  Investors’ confidence has increased substantially in response to the reforms in the investment climate which have been supported by the Bank among others.  In particular FDI has increased, reaching $4.5 billion or 6 percent of GDP in 2007 (the global financial crisis has had an impact on this however with FDI expected to decline by 20 percent in 2008).  Unemployment rates are falling constantly and are now at a 30-year low, although they do still remain high at around 9 percent.  These features, together with a relatively good base of human and physical capital and a critical geographic position at the mouth of the Mediterranean, have positioned Morocco well on the international stage to achieve stronger growth and development and derive greater benefits from integration and globalization.

Despite progress, Morocco still confronts formidable challenges, which include vulnerability to shocks (natural and economic); inadequate social indicators relative to the country’s income level; high unemployment, especially among youth; and increasing pressure on natural resources, especially water, which is exacerbated by climate change. Large segments of the population remain socially and economically marginalized and, notwithstanding the considerable reduction of absolute poverty, economic vulnerability remains widespread. Health indicators – especially for women and children – are well below what they should be with an especially high incidence of maternal mortality (227 for 100,000 live births in 2003) and child malnutrition (estimated at one in five children).  The speed with which primary education has been generalized has not been accompanied by a similar progress in education yields: access to primary education is almost universal yet only two-thirds of children aged 6-11 complete primary school.  Although Morocco is a strong reformer in the area of private sector development, the pace of structural change of the economy remains slow and the private sector is still not fully convinced of the credibility of reforms, the effectiveness of policies and their equal enforcement across the board.

Consolidating development achievements will necessitate sustained and faster growth which itself will hinge on improving competitiveness.  So far, Morocco has pursued a strategy of selective market opening through bilateral agreements which have allowed it to grasp some of the opportunities offered by global markets.  But its overall trade regime retains a fundamental anti-export bias compounded by the fixed exchange regime.  To reap more benefits of globalization, Morocco will need to step up its efforts on reforming the trade regime and opening the domestically-focused services sectors to competition.  Moroccan agriculture remains one of the least productive in the region, employing about half of the labor force but contributing just 16 percent to GDP.  The challenge is to move up the value-chain in agricultural production and reform the sector through phasing out the ineffective subsidy system and protection of cereal production.   Finally, the role of the secondary and tertiary sectors will need to expand in order to bring about the much sought-after employment creation.  This calls for further sophistication, identification of production niches where competitiveness can be pursued and a transformation of the economy to a more knowledge-based one.

Ensuring common prosperity is a major policy imperative which calls for the pursuit of a growth strategy that is both poverty-reducing and equity-enhancing.  Reducing unemployment is key to closing the gap between the prosperous elements of the country and the poor and disadvantaged ones.  Current rates of growth are insufficient to absorb the growing labor demand produced by Morocco’s demographic transition, the diminishing role of agriculture in absorbing labor and the social transformations which have led to a more active role of women in the job market.  The government has intensified its efforts at building efficient social safety nets and social insurance schemes in the past years but ineffective redistribution mechanisms, volatile food and energy prices and natural disasters still threaten the livelihoods of the poor and vulnerable.

Morocco is also confronted by a poor endowment of natural resources which is being further threatened by the negative impacts from climate change.  Water scarcity is the most urgent issue in this regard – Morocco already faces insufficient water resources to meet current needs and climate change will impose further constraints.  This is exacerbated by poor water use in agriculture and weak water sector institutions.  The country is heavily dependent on energy imports (97%) and lacks the needed investments to maximize the vast potential offered by solar and wind energy sources.

Morocco government has set out a clear path for its development goals and has embarked on a wide-ranging economic and social reform program.  This program is intended to continue and improve the good performance in growth rates with stepped-up efforts in strengthening governance, improving the business climate and ensuring greater prioritization and implementation of reform efforts.  In assuming the throne in 1999, King Mohammed VI set out a vision of rapid growth, poverty eradication and better social conditions.  Since then, successive governments have articulated this vision by identifying the sectoral and structural constraints based on sound analysis, developing a set of sector strategies and allocating public funding to strategic priorities.  The result is an ambitious program of political, economic and social reforms, whose effects are starting to be visible today.

Morocco has modern world-class infrastructure. Its international airports welcome millions of domestic and international passengers a year. Its highway system links all of its major cities. The already excellent train system is set to debut a high-speed train linking Tangiers to Agadir, via major cities, in 2013. Telecommunications in Morocco are at the forefront of technology with widespread broadband internet, satellite coverage and 3G mobile access available in most major cities. The Moroccan government has pursued an aggressive program of industrial privatization, improving Moroccan companies' competitiveness on a world scale and improving the investment climate for foreign and domestic investors alike. The modernization of legislative articles regarding intellectual property, labor and investment have greatly facilitated the creation of business. Administrative and bureasucratic procedures have also been streamlined, especially thanks to the implementation of Regional Investment Centers, one-stop shops for investors looking to do business in Morocco. Morocco has also signed free trade agreements with the United States, the European Union, Turkey and a number of Arab nations.

Morocco has capitalized on its proximity to Europe and relatively low labor costs to build a diverse, open, market-oriented economy. In the 1980s Morocco pursued austerity measures and pro-market reforms, overseen by the IMF. Since taking the throne in 1999, King MOHAMMED VI has presided over a stable economy marked by steady growth, low inflation, and generally declining government debt. Industrial development strategies and infrastructure improvements - most visibly illustrated by a new port and free trade zone near Tangier - are improving Morocco's competitiveness. Key sectors of the economy include agriculture, tourism, phosphates, textiles, apparel, and subcomponents. In 2006 Morocco entered into a bilateral Free Trade Agreement with the United States; it remains the only African country to have one. In 2008 Morocco entered into an Advanced Status agreement with the European Union. Despite Morocco's economic progress, the country suffers from high unemployment and poverty. In 2011, high food and fuel prices strained the government's budget and widened the country's current account deficit. Key economic challenges for Morocco include fighting corruption, reducing government spending, reforming the education system and judiciary, addressing socioeconomic disparities, and building more diverse, higher value-added industries.
