Economie d’énergie et alignement sur l’Europe, ce sont les deux arguments phares avancés par le ministère de la Fonction publique et de la Modernisation de l’administration pour justifier la prorogation de l’horaire d’été jusqu’à fin octobre. C’est le cas d’une grande usine automobile à Tanger dont les services production et logistique ont dû effectuer des heures supplémentaires pour parer à cet imprévu. Il en est de même pour les équipes techniques de Royal Air Maroc (RAM) qui continuent à ce jour à travailler sur les billets émis avec l’horaire GMT. Car, ces derniers sont préparés à l’avance avec IATA. Les implications touchent non seulement la compagnie, mais aussi les clients, fournisseurs, agences de voyages…
«Heureusement que les passagers étaient en avance à leurs vols, sinon l’inverse aurait été problématique», témoigne un cadre qui requiert l’anonymat. «Tout le monde était à l’heure ce matin, mais le souci était surtout d’ordre psychologique», souligne pour sa part le responsable Communication d’un groupe bancaire. Même son de cloche auprès de Maroc Telecom, dont un cadre affirme qu’il n’y a eu aucun «souci technique». Pourtant, ceux qui ont consulté le service d’horloge parlante dimanche 29 septembre ont constaté un bug qui a certainement été réparé entre-temps. Elle était en tous cas opérationnelle lundi 30 septembre.
Ces problèmes d’organisation ne concernent pas uniquement les entreprises, mais aussi les familles qui doivent subir les effets psychologiques d’une décision prise tardivement. Salariés, parents, élèves et étudiants… n’ont d’autres choix que de s’adapter. «Le réveil matinal devient plus difficile lorsqu’il fait encore nuit, notamment pour les enfants», témoigne une mère de famille. Le passage à GMT+1 est en effet à l’origine, selon les spécialistes, d’un décalage horaire provoquant une perturbation de l’horloge biologique, surtout chez les enfants, les personnes âgées, celles ayant des troubles du sommeil ou présentant une fragilité psychologique.
Mais dorénavant, il va falloir composer avec cette nouvelle donne. En effet, l’heure légale au Maroc sera avancée de 60 mn à partir du dernier dimanche du mois de mars à 2h00 et elle sera retardée de 60 minutes le dernier dimanche du mois d’octobre, à partir de 3h00, selon le décret 2.13.781 en date du 28 septembre 2013, adopté le même jour par le Conseil de gouvernement.
Et les centres d’appels…
C’est un ouf de soulagement pour le secteur des centres d’appels. En effet, ces derniers avaient prévu, pour le retour à l’heure GMT, un démarrage une heure plus tôt avec tout ce que cela peut entraîner au niveau RH, technique et logistique.
«GMT+1 nous permet de conserver seulement 1 heure de décalage avec notre principal marché. Ce qui signifie, pour la majorité de nos opérations, un démarrage à 7h du matin alors que le changement d’heure aurait obligé nos équipes à démarrer à 6h. Ce qui est très contraignant, notamment au niveau de l’organisation de leur transport de nuit à partir de 5h du matin», témoigne Youssef Chraïbi, président de l’AMRC (Association marocaine de la relation client). Et d’ajouter: «Nous avons donc dû prévoir une communication d’urgence auprès de l’ensemble de nos employés (mails et SMS pour ajuster leur planning du lundi)», indique Chraïbi. Ce dernier se dit très satisfait de cette décision de report.

" La Conférence examinera les réalisations importantes du Royaume en termes de ciel ouvert et le développement de système de sécurité de l'aviation et de moderniser les mécanismes juridiques à cet égard », a dit l'officiel .
Cet événement mondial est organisé en collaboration avec l'Organisation mondiale (OACI ), la Direction générale de l'aviation civile (DGAC) , Royal Air Maroc (RAM) , l'Agence nationale de l'aviation civile aux Emirats Arabes Unis , l'Agence européenne de la sécurité aérienne, l'Association de l'aviation d'affaires au Moyen-Orient et de plusieurs autres institutions nationales et internationales .

According to organizers, the World Conference will be attended by over 300 participants representing 90 national and international organizations will discuss priorities and strategies to promote the field of humanitarian aviation to share their views , experiences and expertise on urgent humanitarian concerns air operations, new directions and regulatory and safety provisions in the field of civil aviation industry .
